Romans 8:31

The question is rhetorical and it sits at the end of a long argument, not at the start of one. Paul has spent eight chapters establishing why God is for those in Christ before he asks it.

The rest of the chapter answers the question directly: nothing in creation separates believers from the love of God. Read on its own the verse sounds like optimism; read in place it is a conclusion drawn from evidence.
