Submit to God. Resist the devil and he will flee from you.
The verse has two halves and the order is not accidental. Submission comes first; resistance without it is willpower, and James has just said that God gives grace to the humble.
The promise attached to resistance is flight, not negotiation. It is stated plainly and without conditions beyond the submission that precedes it, which is why the verse is quoted so often in the context of spiritual attack.
